IT and Technology Tenders in the EU: A Guide for Tech Companies

How technology firms can find and win IT procurement contracts across EU member states — CPV codes, qualification requirements, and monitoring strategy.
The scale of EU IT procurement
Public-sector IT spending is one of the largest procurement categories across the EU. Central governments, regional authorities, and local municipalities collectively buy billions of euros in software development, cloud infrastructure, cybersecurity services, data analytics, and digital transformation consulting every year.
Unlike construction or supply contracts, IT procurement is heavily influenced by EU digital policy priorities — particularly cloud-first mandates, interoperability requirements, and data sovereignty considerations — which shapes the types of solutions buyers procure and the qualification standards they impose.
Key CPV codes for IT suppliers
The most frequently used IT CPV divisions: 48xxx — software packages and information systems; 72xxx — IT services including development, integration, and consultancy; 51xxx — installation services for computer hardware; 32xxx — communications equipment and networks. Cloud and SaaS contracts often appear under 72253000 (helpdesk and support services) or 72316000 (data analysis services).
Many IT contracts — particularly those involving physical infrastructure — also include codes from 30xxx (office machinery and computing equipment) or 45xxx (installation works). Always check what codes buyers actually used in comparable contracts published in TED.
Qualification requirements and how to meet them
IT buyers typically require: at least 2–3 reference projects of comparable scope delivered within the past 3 years; proof of key technical certifications (ISO 27001, ISO 9001, cloud provider partner status); minimum annual turnover (often 2× the contract value); and proof of GDPR compliance capability.
Awarda monitors IT tenders across TED and national portals daily. Set your relevant CPV codes in your profile and receive a ranked digest each morning — so you can focus your business development effort on the highest-fit opportunities rather than manual portal searching.
